They signed the Lahore Declaration in 1999 to defuse tensions over Kashmir, but in the winter of 1998–1999, Pakistani forces infiltrated Kargil to control the NH 1A highway. Initially mistaken for militants, India mobilized 200,000 troops, leading to the Kargil War. It highlighted the risks of nuclear neighbors engaging in conventional conflict, ending with India reclaiming its territory and urging peaceful resolutions.
